Because the air is already carrying too much moisture for most of the summer. With humidity around 60 percent the achievable drop shrinks to a few degrees, and added moisture near press tooling and freshly machined steel invites surface rust. Moving large volumes of air over the operators gives a stronger cooling sensation without touching the humidity at all.
