Why does evaporative cooling work in Rostov but not in Moscow?

Because it depends on dry air, not just hot air. Rostov summers combine 35 to 40 °C with afternoon humidity often below 30 percent, giving a large wet bulb depression and a real temperature drop. Moscow rarely gets hot enough for long enough to justify the investment, and its summer air is more humid, so fans and ventilation are the correct answer there instead.

How much cooling does a ducted unit give on a Rostov summer afternoon?

On genuinely dry days a supply air drop of ten to fourteen degrees is realistic, which turns a 38 °C shop floor into workable conditions at a packing line or assembly station. Each unit handles 18,000 to 30,000 CMH for around 2 kW. The drop narrows after a rain shower or on a humid morning, which is normal for the technology.

Do grain and food sites need anything beyond cooling?

Usually extraction as well. Grain handling, milling and oilseed work release dust and heat that have to leave the building, so high volume wall or roof exhaust fans are specified alongside cooling.
